Re-attach/replace elastic top tensioning strap

I am noticing road noise on the passenger side and the top fabric is not sealing behind the passenger door. There is an elastic strap there that is supposed to keep it in place but the other end is free and the elastic is dead. How big a deal is it to repair this? What would a top place charge to fix it? Anyone know?
