The PS pressure line is leaking at the joint from the steering rack--see item 15 below.

What is the procedure to fix this issue?

How do you access item 15? From the LF fender liner or do you need to disconnect the line at the rack and pump and pull it out?

Also, since the leak is at the coupling can you just replace it instead of the line with coupling or just replace the "O" rings in the coupling?

Item 15 is a coupling.
If that's what's leaking, then yes.
