Parking hand brake

Are there any tricks or tips about adjusting the hand brake on my '99 Box? Even with well bedded in shoes and a max. of 3 clicks pull the holding power on slopes is very poor.

When parking on a slope, what I do is if I hear the parking brakes slipping -- kind of grunt/groan sound -- when I release the regular brakes I grab another handful of lever and manage to get another click. The grunts/groans stop then I put the tranny in gear.
Adjustments

You can adjust both by tightening the bolts under the center armrest compartment. If one is catching and not the other then you can adjust just the one that isn't at the wheel.

If you ever drove with the brake on the pad could be glazed. Also sometimes the brake components get stuck.
