I've only owned one set of Pirelli tires (OE P Zeros on the 981) and have not been terribly impressed with them, but wonder what will become of this storied company in the not too distant future as a result of this move. BTW, Pirelli is 1 of only two tire makers currently providing OE tires for the 981.
My wife had a set of P-Zeroes on her Prius once. She never let me hear the end of that one. To me, they are pricey overkill for street use. Maybe they'll become more competetive price wise now with the use of prison labor.
Wow! Pirelli is not a tire in my radar, Michelin is my tire of choice but if price is a matter at that moment I look at Toyo and in Mexico due to distribution Hankook.

As far as Pirelli becoming chinese will only bring cheaper tires at todays quality and mybe even better in the future, Chinese main concern most likely be to absorb their technology for local consumption in the way of other local brands
