Not a lot of detail, but it involves claims of altering mileage figures and CO2 emissions during the test of the EPA driving cycle via software that detected the "lab-test driving" via the lack of steering inputs.
If it detected a "test" going on--somehow--the engine changed it's normal parameters to one that produced higher mileage and lower emissions. Lower shift speeds/lower RPM=better mileage,less CO2?

I take it that those of us with hydraulic assisted steering can assume we are not affected.

With all the electronic sensors / driving aids, I imagine that most cars have steering sensors, electric or hydraulic assisted. Probably one of the many variables that's part of things like PSM.
The PC mag story has been updated after receiving comments from Porsche. Porsche flatly denies inputs from steering are used for emission control.
