Those are the rubber stops to prevent a full bottom-out .
They deteriorate with time.
To replace them you’ll need to pull the strut, as you can only insert from the shock’s top after removing the top hat.
Most people never replace them after they deteriorate and as I said before they only work when you completely bottom-out the travel.
