for a '99 E6 fuse does not apply and their is no solenoid in fender (no carbon cannister - intro'd in '00 IIRC).

Instead, issue is tangled fuel lines on fuel sending unit blocking filler neck. There is a TSB for R&R w/ some zip ties... you can find on renntech.org if a contributing member. However, I was always able to correct mine (happened 2x in 5years of ownership) w/ some aggressive driving in the twisties... aka an Italian tune-up. Give it a shot and really toss it a round to get the gasoline sloshing.
