A couple of basic screws and push-rivets... I keep a bunch of each of things including these on hand in a little sorting bin:

This fatter screw has a big flat head (not sure if it's a torx drive or what) and guy is used all over the car for lots of bumper/trim mounting points but I think not for your mudflap: . 9A7-007-517-00 Torx drive:

Not sure if it is what the mud flap expects vs. the smaller screw. Sometimes either one will work, and on an older car you never know what type of fastener will be in place vs. what the factory put there...
