Another airbag / stering column question:

I am no here: (see below).

1. what is this? Turn signal cancellation?
2. Do i remove the entire assembly with the two visible phillips screws, or do i take this plastic disk off somehow?
(by this i mean the two screws visible on a diagonal, not the 4 in a rectangle behind it.)
3. Its a bit dirty/grimy. best to clean, when off?

The black disk with white writing is the clockspring assembley. You can remove it with the two screws at 2:00 and 8:00.
