You remove those when you have the Porsche child seat installed.

So they were probably taken off when the dealer installed the car seat tether/switch on the passenger seat when I picked it up. I'll keep them in storage. I had originally thought that they were some license plate bracket

Yep, you can put the covers back on if you ever sell the child seat/tether package.
