For a '99 996, does anyone know if the blown E6 fuse applies as it does on the 986? If the fuse is good, next choice would be the solenoid under the fender liner?

I don't have a 996, but in my 986 fuse diagram, it appears that the 996 and 986 fuses for the same features are the same. It is the same fuse as for the cigarette lighter, at least it was in my Boxster.

for a '99 E6 fuse does not apply and their is no solenoid in fender (no carbon cannister - intro'd in '00 IIRC) at least in the Boxster but should be same in 996.

Instead, issue is tangled fuel lines on fuel sending unit blocking filler neck. There is a TSB for R&R w/ some zip ties... you can find on renntech.org if a contributing member. However, I was always able to correct mine (happened 2x in 5years of ownership) w/ some aggressive driving in the twisties... aka an Italian tune-up. Give it a shot and really toss it a round to get the gasoline sloshing.
